Article 370 to Be Revoked, Proposes Amit Shah
The Centre on Monday, 5 August, revoked Article 370, which confers special status to Jammu & Kashmir, through a Presidential Order. Home Minister Amit Shah also moved a Bill to bifurcate the state into two union territories – Jammu Kashmir as one and Ladakh as the other.
Notwithstanding what Shah has said, the Presidential Order doesn’t scrap Article 370 in so many words.
It expressly supersedes the Constitutional Order which brought in Article 35A.
It effectively revokes Article 370 because it says that all provisions of the Constitution apply to Jammu & Kashmir.
It opens the door to repeal of Article 370 by modifying the wording of Article 370(3) so that the Legislative Assembly of J&K can give approval to remove Article 370.

Pak Army Denies Indian Claim of Cross-LOC Incursion
The Pakistan Army has denied the Indian claim about action by Pakistani army regulars and militants across the Line of Control and that their bodies were lying on the Indian side, reported news agency PTI.
The Indian Army Saturday said that it has foiled an attack by Pakistan's Border Action Team (BAT) on a forward post along the Line of Control (LoC) in Keran sector of Jammu and Kashmir, killing five to seven intruders.
Pakistan Army spokesman Maj Gen Asif Ghafoor on Saturday night denied the Indian claim as "mere propaganda" and said that India was "trying to divert attention of the world form the situation of Kashmir." Similarly, the Foreign Office also issued a statement at about mid-night to reject the claims by India.

Army Foils Pak Infiltration Bid in J&K’s Keran, At Least 5 Intruders Killed

A senior police officer dismissed on Saturday the rumours that Jammu and Kashmir Police personnel were being asked to deposit their weapons, and asserted that strict action would be taken against people behind them.
"The tweet...in which it has been mentioned that J&K policemen are being asked to deposit their weapons and CRPF and Army were taking control of police stations, is a criminal rumour," Additional Director General of Police (Law and Order) Muneer Khan said.
"Strict action will be taken against these criminal elements who have spread these malicious rumours with intent to vitiate the atmosphere. We are trying to find out who has initiated this malicious rumour," Khan said in a statement.

Tourists, Pilgrims Leave Valley in Wake of J&K Advisory
Tourists and Amarnath Yatra pilgrims started to leave the Kashmir Valley on Saturday in the wake of the advisory asking them to cut short their stay citing security threats.
An official at Srinagar Airport said Indian Air Force (IAF) flights have been pressed into service "as per requirement".
Jammu and Kashmir Tourism Department sent buses on Friday, immediately after the advisory was issued, to different tourist destinations to bring the tourists back to Srinagar, director, Tourism Kashmir, Nissar Wani, said here.
He said about 20,000-22,000 tourists were in Kashmir on Friday.
"While most of them have reached Srinagar or have left the Valley, some of them are still staying. Few tourists had gone trekking in Pahalgam area and have not yet returned to their bases. Once they return, we will tell them to leave," Wani told PTI on Saturday.
"We sent buses to Gulmarg, Pahalgam and other spots to bring the tourists to Srinagar and facilitate them in leaving the Valley. This went on till late into the night and I was myself monitoring the situation," he said.

Airports Authority of India said in a statement that 6,126 passengers were reported at Srinagar Airport on Saturday for travelling out of Valley. Out of this, 5,829 passengers travelled by 32 scheduled flights, while remaining 387 passengers were accommodated in four IAF aircrafts and flown to destinations like Jammu, Pathankot and Hindon.

The Civil Aviation Ministry on Saturday advised airlines to keep fares from Srinagar in check as Amarnath pilgrims and tourists rushed to the airport after the Jammu and Kashmir administration asked them to curtail their stay in the state.

Congress Leader Digvijaya Singh Warns Centre on 'Forceful Move' in Kashmir
Senior Congress leader Digvijaya Singh said on Saturday that the BJP should tread carefully in the restive Jammu and Kashmir.
"Have the heavens fallen that you (Centre) have called off the Amarnath yatra? A force of 20,000 (troopers) has been sent there (J-K). It is an indication of a big exercise," he told reporters.

VHP Cancels Upcoming Budha Amarnath Pilgrimage in J&K
The Vishwa Hindu Parishad on Saturday announced cancellation of the upcoming annual Budha Amarnath yatra, citing threat posed by Pakistan-sponsored terrorists to the pilgrimage.
The 10-day yatra in Poonch district of Jammu region, organised by the VHP, was scheduled to begin on 6 August.

National Conference leader Omar Abdullah said Governor Satya Pal Malik apprised the delegation of leaders about the situation in Jammu and Kashmir.
Abdullah said that the Governor assured the delegation that there was no preparation for any announcement on Article 35A, 370, delimitation or trifurcation in the Valley, adding that the security situation had developed in a manner which required “immediate action.”
However, Abdullah said that “Governor isn't the final word on J&K” and that the “final word on J&K is the Government of India.”

Machail Yatra to Goddess Durga Shrine Suspended
Machail Yatra to Goddess Durga’s shrine in the Kishtwar district of Jammu and Kashmir has been suspended, reported ANI, quoting District Commissioner Angrez Singh Rana.
“The yatra has been suspended with immediate effect due to security reasons,” Rana told PTI.
The yatra commenced on 25 July and was scheduled to end on 5 September.
Thousands of devotees from across the country visit the scenic Paddar valley, also famous for its sapphire mines, during the yatra and pay obeisance at the holy shrine of goddess Durga in Machail village of Kishtwar after trekking a 30-km arduous route.

IndiGo, Vistara & Air India Offer Fee Waiver on Rescheduling/Cancellation of Flights
IndiGo on Friday evening said on Twitter, “In view of the current security situation in Srinagar and the Government advisory regarding it, we are providing a full fee waiver on rescheduling/cancellation for all flights to/from Srinagar till Aug 09, 2019.”
Vistara also said it will be waiving change and cancellation fees for flights to/from Jammu and Kashmir for the next seven days.
“Due to prevailing security situation in Kashmir, we are waiving change and cancellation fees for flights to/from Jammu and Kashmir for next seven days (till August 9, 2019). Only fare difference, if any, will be applicable for date changes,” Vistara tweeted.
Air India, on Friday, said on Twitter that in view of the prevailing situation in Jammu and Kashmir, it will give a full fee waiver on rescheduling or cancellation for all flights to or from Srinagar till 15 August.

DGCA Advises Airlines to Be Ready to Operate Extra Flights from Srinagar
With situation appearing turbulent in Kashmir, aviation regulator DGCA advised airlines on Friday to remain ready to operate additional flights from the Srinagar airport if the need arises.
“DGCA has advised airlines to remain ready. If there is a need, airlines should be ready to run extra flights,” a source privy to the development told news agency PTI.
“Around 8:45 pm, the situation at the Srinagar airport was checked by the DGCA and it was found to be normal. It was found that there is no need to run extra flights right now. But if the need arises later on, the airlines have been advised to remain ready to run extra flights,” the source reportedly said.

Congress Urges Govt Not to Precipitate Crisis in J&K
The Congress on Friday urged the government not to take any decision that would precipitate a crisis in Jammu and Kashmir and asked it to ensure the constitutional guarantees given to the state are maintained.
The appeal to the government came after a Congress policy planning group on Jammu and Kashmir met under the chairmanship of former prime minister Manmohan Singh, according to PTI.
"There was deep concern expressed at the continuous reports emanating from both the Union Home Ministry and the State Government which were creating an atmosphere of panic and apprehension about the intentions of the government," an official statement said.

‘Terrorists Planning to Target Amarnath Yatra’: J&K Govt Tells Pilgrims, Tourists to Leave Valley
Pakistan-based terrorists are planning to target the ongoing Amarnath Yatra, the army said on Friday, 2 August, citing intelligence inputs, prompting the Jammu and Kashmir administration to ask the yatris and tourists to "curtail" their stay in the Valley and leave immediately.
Stating that weapons and explosives have been recovered along the yatra route, a top army official said security forces are geared up to foil any attempt to attack the pilgrimage, news agency PTI reported.
"Last three to four days, we were getting specific and confirmed intelligence inputs that terrorists led by Pakistan and Pakistan Army are trying to target the Shri Amarnathji yatra which is going on," General Officer Commanding (GoC) of Army's 15 Corps Lt General KJS Dhillon told a joint press conference with state police chief Dilbagh Singh in Srinagar.
Following the joint briefing, Governor's administration issued a security advisory, saying pilgrims and tourists "may curtail their stay" and "return as soon as possible".
