Pakistan Willing To Overlook Ties That Bind: Lashkar And The Global Jihad

BY Praveen Swami

The Lashkar-e-Taiba, it is asserted, is a product of the India-Pakistan contestation in Jammu and Kashmir and has little interest in targeting the West. Both claims are ill-founded.

“Umm al-Qura Maintenance Company, LLC,” read the sign outside the door. Inside the sparse office, named for the Lashkar-e-Taiba’s main training base in Pakistan-administered Kashmir, the jihadist group’s top military commander was having an increasingly heated argument.

Muzammil Bhat, who investigators say supervised the training and execution of the November 2008 terror strikes in Mumbai, had arrived in Dubai to meet with a long-standing asset he hoped would facilitate operations inside India. But the former Nizambad commerce student, Abdul Razzak Masood, flatly refused to cooperate, saying India wasn’t the enemy. He demanded that the Lashkar, instead, focus its resources on targeting the United States, principal adversary of the Islamist movement.

Ever since the arrest of Pakistani-American jihadist David Headley — charged with carrying out the reconnaissance that enabled the carnage in Mumbai — intelligence services across the world have been revisiting the Masood case. Headley’s case has made clear that the Lashkar possesses transcontinental networks of global reach and lethality. Masood’s story helps to understand the complex ties that bind the Lashkar and the global jihadist movement.

Once distant enemies now pose a real threat to the U.S. at home.

“By god,” said al-Qaeda chief Osama bin Laden in a 2002 broadcast, “the youths of god are preparing for you things that would fill your hearts with terror and target your economic lifeline until you stop your oppression and aggression.”

Ever since February, authorities have detected almost a dozen jihadist operations targeting the United States — or using it as a staging post for attacks elsewhere. In March, at least 20 men were reported to have returned home to fight with the Islamist group al-Shahab — recruited by a Somali-American cell operating out of Minneapolis. Four men were held in May for planting inactive explosives, provided by a police informant, outside synagogues in New York. The next month, seven North Carolina men were held for planning attacks in Israel and Pakistan.September saw the detection of three major plots. Inspired by Islamists at a Flushing mosque, and his imagination fired by the Indian televangelist Zakir Naik, Afghan-born and Pakistan-trained Najibullah Zazi is alleged to have been preparing to set off several improvised explosive devices. Jordanian Hosam Maher Smadi and Illinois resident Michael Finton were also held for attempting to set off car bombs which had been provided to them by undercover agents.

Kashmir’s secessionists want something New Delhi doesn’t have — and at a price it can’t afford.

More than three years ago, Kashmiri secessionist leader Mirwaiz Umar Farooq made a dramatic admission of failure. “Our fight on the political, diplomatic and military fronts […has] not achieved anything other than creating more graveyards,” the Srinagar cleric said during a speech at a January 20, 2006 dinner hosted by the former Pakistan-administered Kashmir Prime Minister, Sardar Attique Khan.

Late last month, Union Home Minister P. Chidambaram told journalists that he was committed to breaking the deadlock that has led to so many graves being dug since that historic speech. “We will consult every shade of political opinion,” he promised, “but it will be done quietly, far away from the glare of the media.”

Off-screen, as it were, the dialogue process is progressing. In September, highly-placed Jammu and Kashmir government sources have told The Hindu, the Minister met Mirwaiz Farooq face to face in New Delhi before the cleric left for an Organisation of the Islamic Conference meeting in New York. Neither Mr. Chidambaram nor Mirwaiz Farooq will confirm that he met the other, but authoritative sources said the two men discussed the prospects of the Hurriyat Conference bringing to the table a clear manifesto for talks. Mr. Chidambaram’s quiet diplomacy is not, as many media accounts have suggested, a radical departure from the past.

Double standards in Pakistan’s anti-terror campaign exposed

NEW DELHI: Early this month, Pakistani prosecutors charged the head of a pro-Taliban group and seven of his associates with treason, incitement to rebellion, terrorism, waging war, and conspiracy against the country.

The charges are reported to centre around a speech made by Maulana Mohammad, often called Maulana Radio, for his use of FM broadcasts to spread his message on April 19.

Maulana Mohammad, the Pakistan government says, told followers in the town of Mingora that there “is no room for democracy in Islam.” He demanded that the entire nation be placed under the Shariah law.

“Against Islam”

Pakistan’s stern action against the Taliban-linked cleric stands in stark contrast to its refusal to prosecute Lashkar-e-Taiba chief Hafiz Mohammad Saeed, despite the fact that he used near-identical language in several speeches made in recent years. Saeed’s speeches also contained attacks on Pakistan’s rulers, attacks on its anti-Taliban war and calls for violence against India.

During a sermon to worshippers at the Masjid al-Qudsia in Lahore’s Chowburji area, reported by the Jamaat-ud-Dawa website on October 14, 2007, Saeed asserted that “current political systems, especially democracy, are against Islam.”

Islam, Saeed was reported by the Jamaat-ud-Dawa website as saying, had a complete system of government based on Khilafat (Caliphate) and Amirat (Leader/Head of the Muslims). As such, there “is no need of an opposition, nor is there a concept of a ruling class, or party.”

Those qualified to lead people in prayer, he argued, “are also eligible to lead the people otherwise.”

Saeed asserted that “the real objectives for the establishment of Pakistan will be achieved when the original Islamic system, established in Mecca 1400 years ago, will be implemented here.” His language closely mirrored the proclamations of Sufi Mohammad.

Violence in Shopian fuelled by a bitter struggle for power

Islamist cleric claims Shopian deaths were state-sponsored murders

First wave of rioting in Shopian reportedly set off by NC workers

SHOPIAN: No one remembers, any longer, just who threw the first stone. But more than a fortnight after the mysterious death of two women in Shopian set off searing street violence across southern Kashmir and Srinagar, there is still no sign that the last one is about to be cast.

Fear of setting off renewed rioting led the Kashmir Division’s top bureaucrat, Masud Samoon, to turn back 2 km short of the affluent apple-industry hub on Saturday. Mobs have attempted to attack Justice Muzaffar Jan, who is holding a judicial enquiry into the deaths. And People’s Democratic Party leader Mehbooba Mufti was almost lynched during a recent visit.

Beneath the primal rage which is apparently driving the violence lie cold-blooded power struggles: a war for leadership of Kashmir’s Islamist movement; the struggle for space between Islamists and pro-India political parties; and, in turn, the battles of the National Conference, People’s Democratic Party and the Congress against each other.

Secessionist surge

An Islamist cleric almost unknown outside his home town appears to be winning the fight.

Maulana Tariq Ahmad has emerged as the principal voice of the protests in south Kashmir. Like other Islamists in Jammu and Kashmir, Maulana Ahmad claims the deaths in Shopian were state-sponsored murders: crimes intended to degrade and eventually destroy Islam in Kashmir.

Ahmad comes from an impeccable Islamist lineage. His father-in-law, Mohammad Shafi Ahrar, is among south Kashmir’s best-known Jamaat-e-Islami leaders. Mr. Ahrar’s father, Ghulam Ahmad Ahrar, was, along with schoolteacher Saaduddin Tarabali, a co-founder of the Jamaat-e-Islami in Jammu and Kashmir.

Shopian’s Pir-caste families, who claim unbroken descent from Prophet Mohammad, played a key role in the formation and growth of the Jamaat-e-Islami in Jammu and Kashmir. The organisation’s chroniclers trace its formation to a meeting held at Shopian’s Badami Bagh in 1942. Alarmed by the National Conference’s radical socialism, Shopian’s orchard-owning elite Pir families turned in ever-growing numbers to the Jamaat’s neo-fundamentalist message.

Kashmir’s rising tide of hate
Islamists’ deceitful politics of death
By Praveen Swami

Politicians must take on the Islamists’ deceitful politics of death — or risk being swept away.

Early this month, Nigeena Awan was dragged out of her home at Kellar, Kashmir, beaten up and executed with an assault weapon from point blank range. Her father, Mohammad Sharif Awan, was ordered to bury his daughter without ceremony; the Hizb-ul-Mujahideen, which carried out the execution, also warned neighbours against dignifying her death with last rites.

Hours after Awan’s death on June 3, People’s Democratic Party leader Mehbooba Mufti visited Shopian to stage a protest against the alleged rape and murder of two local women — one of them, like Awan, a high school student. She said nothing about Awan’s execution, though. Nor did Islamist cleric Tariq Ahmad, who has emerged as the key leader of the Shopian protests, say anything; nor, for that matter, did the local leadership of the National Conference. No one has called for the men who killed Awan to be found and prosecuted. No one even bothered to visit her family, even though the hamlet of Pahlipora at Kellar is just a 10-km drive from Shopian.

Ever since last month’s rape-murders, the urban heartlands of Jammu and Kashmir’s Islamist movement have been torn apart by violence: the consequence, some claim, of widespread popular rage against the Indian state.

But violent death has visited the Shopian area often, for the most part without drawing comment. In April, 60-year-old Reshma Awan, like Nigeena Awan a member of the Gujjar pastoralist community, was executed by the Lashkar-e-Taiba at Pahlipora. Her son, Mohammad Aslam Awan, was shot and seriously injured while attempting to protect his mother. Last month, Dachnoo resident Mohammad Saifuddin was killed similarly. And a day after Nigeena Awan was murdered, unidentified men shot dead shopkeeper Mohammad Abdullah Gela at his Sangarwani home.

Can Kashmir’s major political parties rebuild a relationship with their secessionist adversaries?

Back in the summer of 1986, the Lions and the Goats met at Srinagar’s Jama Masjid, and vowed to work together to secure Kashmir’s future.

National Conference president Farooq Abdullah was the heir to the legacy of Shér-i-Kashmir [‘the Lion of Kashmir’], his father Sheikh Mohammad Abdullah. His new-found ally, the powerful Srinagar cleric Maulvi Mohamm ad Farooq, led the Bakras, or goats, derisively nicknamed so for their long beards. Much of modern Kashmir’s history was shaped by the often-violent clashes between the Shér and the Bakra: between the radical party of the peasants and workers and the cleric-led pious, often pro-Pakistan urban petit bourgeoisie.

But the improbable ‘Double-Farooq’ alliance flourished. It helped both the National Conference and the traditionalist clergy ward off competition from Islamist groups like the Jamaat-e-Islami. Despite intense pressure from jihadists, Maulvi Farooq never repudiated his alliance with Farooq Abdullah, nor called for the secession of Jammu and Kashmir — decisions that led to the cleric’s assassination in May 1990 at the hands of a Hizb ul-Mujahideen terrorist.

Last month, Abdullah invited his secessionist adversaries to rebuild that improbable alliance. “You have seen the Double-Farooq accord”, he told journalists, few of whom were in fact old enough to have done so, “and I hope Allah will let me live long enough to see the Double-Omar accord.”

Sajjad Lone’s search for ‘something’

Less than six months later, though, the head of the secessionist People’s Conference has announced he will be contesting the Baramulla Lok Sabha constituency — a dramatic reversal of position for a man who, only in December, insisted that the 2008 elections were a triumph not for democracy but “the Indian gun.” “I will represent Kashmir in New Delhi,” Mr. Lone now says, “not New Delhi in Kashmir.”

For Jammu and Kashmir’s crisis-mired secessionist movement, Mr. Lone’s decision poses fateful questions. Should the All-Parties Hurriyat Conference also demonstrate its legitimacy through electoral contest? Will Kashmir’s secessionists be able to forge tactical electoral alliances with pro-India groupings, necessary if they are ever to wield power? And ought secessionists negotiate a settlement with India rather than wait for Pakistan to do so on their behalf?

Last summer, Jammu and Kashmir was torn apart by protests against the grant of land-use rights to the Shri Amarnath Shrine Board. Islamists led by Mr. Geelani claimed that the land-use rights would pave the way for the colonisation of ethnic-Kashmiri lands. Like most secessionists, Mr. Lone came to believe that the protests that followed were a mass uprising against Indian rule and decided to boycott the Assembly elections.

Radical Islamism and Jihad
Pakistan and the Taliban’s stateless power
By Praveen Swami
April 25, 2009

The jihadist movement is not a threat to the alliance of the military and the mullah, which shaped Pakistan’s history.

“Whosoever takes part in jihad against India, Allah will set him free from the pyres of hell” Lashkar-e-Taiba ideologue Muhammad Ibrahim declared a decade ago. For years, the Pakistani state used its resources to ensure that jihadists like Ibrahim did not have to wait until afterlife to profit from their actions. Nurtured by power, Pakistan’s jihadist movement grew into a formidable beast. Now, the beast appears poised to bite the hand that has for so long fed it.

Despite the threat, the Pakistani state seems remarkably unwilling to fight back — a phenomenon that has caused no small amount of bewilderment among analysts and commentators across the world. In fact, the military-dominated state apparatus could prove to have a better comprehension of reality than its critics. Pakistan’s jihadist movement does indeed seek power, but not a state. It poses no threat to the alliance of the military and the mullah, which shaped Pakistan’s destiny.

Pakistan’s heartland jihadist movement — often described as the Punjabi Taliban to denote its ethnicity, ideology and principal area of operation — has been responsible for a string of spectacular assaults since 2007.

Police reducing use of lethal force and shedding communal partisanship?
The decline of the ‘encounter death’
By Praveen Swami
Thursday, Mar 26, 2009

Most police forces are reducing use of lethal force — and shedding communal partisanship.

Six months ago, the police raided an apartment in New Delhi’s Jamia Nagar. Two alleged terrorists and a police officer died. By the standards a violence-scarred nation has become accustomed to, the event was unremarkable. But the Jamia Nagar deaths had an exceptional impact, precipitating charges that police forces across India were operating a large-scale shoot-to-kill policy directed at Muslims: a communal project, it was claimed, that was being camouflaged as counter-terrorism.

Participants at an October 2008 convention in New Delhi, for example, declared that there was “a concerted effort by the Indian police, intelligence agencies and certain political parties to portray all members of the Muslim community as ‘terrorists and extremists’ — to be arbitrarily arrested, tortured and killed in fake encounters.”

Members of the Coordination Committee of Muslim Organisations — an alliance made up of the Jamaat-e-Islami, the All-India Muslim Majlis-e-Mushawarat, the Jamiat Ullema-e-Hind, the All-India Milli Council and the Jamiat Ahl-e-Hadis — went further, demanding that during a “search operation in any Muslim locality, at least one-third of the raiding force must consist of officers belonging to the minority community, and minority elders of the affected area should be taken into confidence.”

Real Challenge is defeating Mawdudi’s ideas, not policing
Praveen Swami

Days after the July 11, 2006 bombing of Mumbai’s suburban train system, Prime Minister Manmohan Singh went on national television to assert that he was “certain that the terrorist modules responsible for the blasts are instigated from across the border.”

Last week, television audiences got to see a different account of events. In a videotaped police interrogation that was leaked to the media, Mumbai resident Mohammad Sadiq Israr Ahmad Sheikh confessed that he and four other men carried out the bombings on behalf of an organisation that has since become well known: the Indian Mujahideen.

Back in November 2006, a 10,667-page charge sheet filed by Maharashtra prosecutors alleged that seven Pakistani Lashkar-e-Taiba operatives, each paired with an Indian partner, had planted the bombs. Sheikh’s testimony raises the possibility that the unidentified Pakistani perpetrators were in fact five Indians — and, more disturbing, that the Indians now being tried for planting the bombs may have had a peripheral role in the attacks or none at all.

None of the doubts raised by Sheikh’s testimony is new. Back in October 2006, Frontline recorded that “although both the Government of India and the Mumbai Police appear convinced that an unassailable case has been built up, serious questions remain on both the integrity and content of the evidence.” Critics noted that much of the evidence was derived through narco-analysis, a discredited interrogation technique involving the use of barbiturates like sodium pentothal. In their hurry to close the case, some argued, the Maharashtra police investigators had cast peripheral conspirators as actual perpetrators.
