The propensity of the US government to keep funding the military in Pakistan, which in turn bargains for ever more, has come in for increasing criticism. In his testimony before a House sub-committee, Husain Haqqani, director, Centre for International Relations, Boston University said that between 1954 and 2002, "on average, US aid to Pakistan amounted to $382.9 million for each year of military rule compared with only $178.9 per annum under civilian leadership."
