Afghanistan has unequivocally blamed the attack on the ISI. To Pakistan’s acute embarrassment, reports indicate further that the ISI’s involvement has been substantially confirmed by USA’s Central Intelligence Agency (CIA), based on communication intercepts. According to The New York Times (NYT), American intelligence agencies have concluded that the ISI helped plan the suicide bombing of India’s embassy in Kabul based on "intercepted communications between Pakistani intelligence officers and militants who carried out the attack, the officials [of US] said, providing the clearest evidence to date that Pakistani intelligence officers are actively undermining American efforts to combat militants in the region.
